C07/08.54 To receive apologies and reasons for absence.

C07/08.55 Declaration of interests in accordance with the Code of Conduct adopted by the Parish Council

  1. Sedlescombe Playing Field & Recreation Ground Trust - application for dispensation approved by Rother Standards Committee. To note arrangements.
  2. Predisposition, predetermination or bias, and the Code of Conduct.
  3. To receive declarations of the existence and nature of councillors' interests, whether personal or personal/prejudicial, with regard to items on the agenda. Members are reminded they should repeat the declarations when the item is announced by the Chairman. At this point, prejudiced members may make representation, answer questions or give evidence to the Committee re agenda items after which they must leave the room if members of the public want to speak on the same subject.

C07/08.57 Minutes of the Meeting of the Council. To resolve: That the Council authorises the Chairman to sign the Minutes of the Meeting of the Council held on 23/10/07.

C07/08.58 Committees and working groups

  1. Planning Committee. To resolve: That the Minutes of the Meetings of the Planning Committee held on 11/09/07, 02/10/07, 23/10/07 are received.
  2. Finance Committee. To resolve: That the Minutes of the Meeting of the Finance Committee held on 16/10/07 are received.
  3. Crime & Safety Committee. To resolve: That the Minutes of the Meetings of the Crime & Safety Committee held on 19/10/07, 06/11/07 are received.
  4. To consider changing the status of the Crime & Safety Committee from an executive to an advisory committee. Please see further information herewith.
  5. Sedlescombe Public Playing Field & Recreation Ground Trust. To resolve: That the Minutes of the Meeting of the Trust held on 23/10/07 are noted. [NB All Parish Councillors will need to declare personal/prejudicial interests but will then be able to declare that they have been granted dispensation to take part in the item on the agenda.]

C07/08.59 To receive reports from Representatives as follows:

  1. Rother Association of Local Councils. Cllr Glew.
  2. Village Hall Trust. Cllr Glew.
  3. Sports Association Committee. To appoint a representative to replace Cllr Dudman.

C07/08.60 To receive the Clerk's Report.

  1. Reminder of Parish Council duties as follows:
    1. The Crime & Disorder Act 1998, section 17; parish councils have a duty to consider the impact of all their functions and decisions on crime and disorder in their local area.
    2. The Climate Change & Sustainable Energy Act 2006; parish councils must, in exercising any of their functions, have regard to the most recently published energy measures report.
    3. The Natural Environment & Rural Communities Act 2006: parish councils have a duty to have regard to the conservation of biodiversity in exercising their functions.
  2. October Noticeboard (copy distributed to members). Members are invited to comment on content.

C07/08.61 Finance

  1. To receive the Bank Reconciliations at the end of September and October 2007. To resolve: That the Council receives the bank reconciliations at the end of September and October 2007.
  2. To ratify the cheque list for October 2007 and approve the cheque list for November 2007. To resolve: That the Council ratifies the payment of cheques in October 2007 and approves payment of cheques in November 2007..
  3. Bank of Scotland Account. To resolve: That, in accordance with the Income and Corporation Taxes Act 1988, Sedlescombe Parish Council requests the Bank of Scotland to pay gross interest on its new fixed term account (ie without deduction of tax).
  4. Barclays Bank Business Bonus Account. To resolve: That, in accordance with the Income and Corporation Taxes Act 1988, Sedlescombe Parish Council requests Barclays Bank to pay gross interest on its new fixed term account (ie without deduction of tax).
  5. Application by Sedlescombe Parochial Church Council for a donation of £300 towards the Churchyard Fund.
  6. Application by Battle Area Community Transport for a donation towards upgrading vehicles and maintaining community bus services to Battle and surrounding parishes.
  7. Application from Sussex County Playing Fields Association for a donation (£15 given in 2006).

C07/08.62 Vacancy on Sedlescombe Parish Council. To resolve: That....... is appointed to fill the casual vacancy on Sedlescombe Parish Council caused by the resignation of Robert Dudman.

C07/08.63 Training. To receive an update.

C07/08.64 To challenge the current working of Sedlescombe Parish Council and to compare it with other local councils - to receive councillors' recommendations. [NB This is one of the topics that formed part of the Terms of Reference of the SPC Best Value Committee when it was in existence. Since its demise, this subject has become the responsibility of the full Council.]

C07/08.65 Aim 1 To achieve an Informed and Participating Sedlescombe Community

  1. Sedlescombe Parish Plan. Please see the Clerk's updated briefing note which shows the issues that were highlighted in the recent Parish Plan survey in the parish. They are divided into Crime, Environment, Highways, Housing, Services and Youth. To consider what action to take including Strategic Planning of new jobs.
  2. Arrangements for Annual Assembly of Parish Meeting of Sedlescombe, 29/04/2008.
  3. Welcome Packs.
  4. Appointment of an independent "Lay" Member to the Rother Standards Committee.

C07/08.66 Aim 2 To achieve a Safe and Healthy Sedlescombe Community

  1. Speed and Traffic Calming. To note an objection to the provision of vehicle activated signs in Sedlescombe.
  2. Vehicle Activated Signs. To note revised positioning and that a letter is being sent by East Sussex County Council to nearby residents.
  3. Removal of logs and posts on the verges in Hurst Lane.
  4. Playground Inspection Reports.
  5. The Clean Neighbourhoods & Environment Act 2005, The Dog Control Orders (Procedures) Regulations 2006 - Removal of Dog Faeces. Rother District Council intends to introduce an Order to require removal of dog faeces. The order, if approved, will replace existing Byelaws and Orders which already require removal of faeces from many areas within the District. To consider whether the Parish Council should make any comments.
  6. Consultation on the Fire Authority's Integrated Risk Management Annual Action Plan 2008/09.

C07/08.67 Aim 3 To help provide Amenities and Services in Sedlescombe

  1. Sports pavilion. To receive an update including revised plans and the results of the meeting with the Football Foundation on 08/11/07.
  2. Scout Hut. To receive an update.
  3. Affordable Housing. To receive an update from Cllr Cameron.
  4. Bus waiting facilities on both sides of the road north of the Bridge Garage.

C07/08.68 Aim 4 To help support business and rural employment in Sedlescombe

  1. Post Office closures. [Please note that District Cllr Ganly has been appointed Chairman of a Rother Working Group in support of village shops and post offices.]

C07/08.69 Aim 5 To protect and enhance Sedlescombe's Built and Natural Environment

  1. Brede High Woods purchase.
  2. Biodiversity Strategy & Action Plan. To decide what action should be taken.
  3. Proposed diversion of public footpath 2c(part) at Brede Lane, Sedlescombe (comments by 03/12/07).
