P07/08.94 APOLOGY FOR ABSENCE. Cllr V Wright (holiday).

P07/08.97 MINUTES. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Committee held on 08/01/08.
P07/08.98 PLANNING APPLICATIONS
98.1 RR/2007/3495/P 10 Park Shaw, Sedlescombe, TN33 0PP. Removal of fence and erection of new fence to back garden. Cllr Wheatley reported on her inspection and commented on the letters posted on Rother’s website from neighbours about this application which showed that although neighbours did not object to the replacement back garden fence, some did object to the 900mm fence around the remainder of the garden.
RESOLVED: That the Parish Council does not object to the replacement rear garden fence but would like to see a hedge planted in front to screen it. As can be seen from letters on the website, neighbours object to the remaining 900mm high fence although this probably has permitted development rights. Rother DC to be asked to check that keeping the gardens "open-plan" was not a condition of planning approval back in 1968 when the estate was first laid out.
98.2 RR/2008/31/P Dormers, Tollgate Road, Sedlescombe, TN33 0RJ. Erection of single storey conservatory. Cllr Rand reported on his inspection. RESOLVED: That the Parish Council supports this application.
98.3 RR/2008/74/P Little Bushey, Meadow Lane, Sedlescombe. Erection of front entrance porch and detached garage, formation of new vehicular access off of driveway. Cllr Martin reported on his inspection. RESOLVED: The Rother DC should be informed that the Parish Council does not object to the proposed development. However, it appears from letters on the website that the applicant does not have the required right of access to his rear garden and, therefore, that part of the project is not practicable.
RR/2007/182/P Petley Farm, Marley Lane, Battle TN33 0RE. The proposed development for two new holiday lodges, formation of car park and removal of steel containers was refused by Rother on 23/03/07. Appeal Ref: APP/U1430/A/07/2048047 was refused in a letter dated 04/12/07 from The Planning Inspectorate. The main issues considered by the Inspector were the effect on highway safety in Marley Lane, established policies for new holiday accommodation in the countryside and protection of the AONB.

P07/08.101 LOCAL DEVELOPMENT FRAMEWORK: SITE IDENTIFICATION CONSULTATION. NOTED: That: as part of the Local Development Framework (LDF), Rother District Council is contacting organisations that may wish to submit a site for consideration for inclusion in the Site Allocations Development Plan. Like all local authorities, Rother has development targets which are set at the regional leval by the Regional Assembly. The South East Plan requires an annual average of 280 new homes to be built in Rother every year to 2026. Submitted sites for residential development must be capable of accommodating at least six dwellings. Sites can also be submitted for employment, retail, leisure, open space and recreation etc. and these sites must be at least 0.2 hectares. Although submissions on rural and greenfield sites will be accepted for consideration, Rother will give preference to brownfield sites in environmentally sustainable locations, such as within development boundaries.
