Planning Applications

RR/2010/2564/P Little Swailes Green Farm, Compasses Lane, Swailes Green TN32 5QU. Retrospective application to change the use of buildings as furniture manufacturing workshop including to furniture design, import and finishing workshop, with occasional bespoke work, and including retain outlet. Cllr Marland reported on his inspection.

RESOLVED: That the Parish Council supports approval of this application.

RR/2010/2648/T 1 Manor Cottages, The Street, Sedlescombe. Proposed tree work. Cllr Martin reported on his inspection. The Clerk provided photographs of Manor Cottages dating back to pre-1920 when the yew trees were kept clipped into peacock and teapot shapes.

RESOLVED: That the Parish Council supports approval of this application.

RR/2010/2660/P Claytons, The Green, Sedlescombe. Proposed single storey extension and loft. Cllr Marland reported on his inspection. This plan seems to address problem areas raised when a two-storey rear extension was proposed under RR/2010/1393/P (subsequently withdrawn).

RESOLVED: That the Parish Council supports refusal of this application because, although the single storey rear extension is acceptable, the insertion of velux windows in the front roof of the property is not appropriate in the Conservation Area.

RR/2010/2672/P Sheridene, Hurst Lane, Sedlescombe. Proposed demolition of existing single storey flat roofed garage/utility room extension. Erection of new two-storey and single-storey extensions. Alterations to existing external openings. Demolition of existing flat-roofed dormer and erection of new pitched roof dormer. Re-cladding existing roof and first floor walling. Cllrs Martin and Vine-Hall reported on their inspection.

RESOLVED: That the Parish Council supports approval of this application.

RR/2010/2709/P 1 Suntrap Cottages, Meadow Lane, Sedlescombe. Single storey flat roof extension. Cllr Mitchell reported on her inspection.

RESOLVED: That the Parish Council supports refusal of this application as it is contrary to Policy GD1(ii) in that the proposed orangery is out of keeping with the row of attractive tile hung cottages.

P10/11.78 Appeals. None.

RR/2010/1671/P Pestalozzi International Village - land at Delegated to approve
RR/2010/2260/P Catkins, Meadow Lane, Sedlescombe Approved conditional
RR/2010/2293/P 3 Suntrap Cottages, The Street, Sedlescombe Approved conditional

The Clerk reported to the Committee that, as soon as a decision on an application is posted, Rother District Council removes comments from its website. This had been done on the advice of Rother District Council legal services on the Data Protection Act ie "information from an individual should not remain in the public domain for longer than is necessary to determine an application". However, the Chief Planning Officer has assured the Clerk that the system should not remove comments from consultees including parish councils. Unfortunately, all Sedlescombe Parish Council's comments for at least 2010, and probably longer, have been removed. Rother's Chief Planning Officer and the website co-ordinator are investigating. On at least one recent occasion (RR/2010/1610, Pestalozzi International Village), Sedlescombe Parish Council's comments had not been included in the Planning Officer's report either. An apology had been received for this but it has not been put right.

Budget Car Company.

1. RR/2010/2211/P. Extension to existing authorised sales area. Planning permission refused for the following reasons:

  1. The extension of the car sales and display area is damaging to and out of keeping with the character, appearance and setting of the conservation area, contrary to Policies GD1(iv) and (viii) and EM(ii) of the Rother District Local Plan.
  2. The extended car sales and display area does not provide an on site turning area or any physical structure to prevent vehicles reversing into or out of the extended site. Forward visibility to the south onto the B2244 is hampered by the existing bridge wall structure. The proposal introduces slowing, stopping, turning and reversing traffic which is contrary to highway safety and Policies GD1(iii) and EM1(ii) of the Rother District Local Plan.

2. RR/2010/2212/P Erection of valeting bay structure. Although Rother's Planning Officer recommended approval of this application, the Committee had rejected it. District Cllr Ganly had spoken at the Committee Meeting.

3. An enforcement notice has been issued by Rother DC which will take effect on 12/12/10. This requires Budget Car Company to "demolish the shelter and remove the resultant materials from the land" within one month of 12/12/10.

4. A recent communication had been received from Rother's Principal Enforcement Officer regarding the "Air Dancer". The height and area of the sign will be measured as soon as it is practically possible.

P10/11.81 LWA Bodyshop, The Street, Sedlescombe. Paint Spray Booth. A complaint had been received that LWA is replacing the existing paint spray booth. The Clerk was authorised to ask Rother Enforcement whether planning permission should have been sought.
P10/11.82 Date of next meeting. The next Planning Committee meeting will be held on Tuesday 14 December starting at 18:30.
