P11/12.36 Public participation session. The Chairman agreed Robin Archer should be allowed to speak to the Committee re Agenda item P11/12.45, Pestalozzi International Village.
P11/12.37 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 21/06/11.

Planning Applications

38.1 RR/2011/1006/P Little Swailes Green Farm, Compasses Lane, Swailes Green. New access to house.
NB County Archaeologist has asked for a watching brief of the site if the development is approved due to it being part of an historic farm complex formed in the 17th century and the evidence in the wider landscape of extensive iron ore extraction and processing during the Roman period, serviced by a major Roman road. Unfortunately, Cllr Rand had been given the plans but did not attend the meeting. RESOLVED: That the Committee should make "no comment" on RR/2011/1006/P Little Swailes Green Farm, Swailes Green.
38.2 RR/2011/1056/P 1 and 2 Tilly House, The Street, Sedlescombe TN33 0QJ. Proposed replacement of front boundary wall and new brickwork pier with close boarded fence on top (retrospective application). Cllr Wright reported. RESOLVED: That the Parish Council supports approval of Application RR/2011/1056/P, 1 and 2 Tilly House, Sedlescombe.

RR/2011/1202/P Spilstead Oast, Stream Lane, Sedlescombe TN33 0PB. Change of use from paddock to 20x40m outdoor riding arena for private use. Clrs Mitchell and Glew reported on their inspection of the site. RESOLVED: That the Parish Council supports approval of Application RR/2011/1202/P, Spilstead Oast, Sedlescombe.


It was noted that new members of the Planning Committee need copies of the Local Plan extracts or of the full document which was given to councillors previously on that committee.


RR/2011/1224/P Sackville Cottage, The Street, Sedlescombe TN33 0QE. Replacement of the window and door products to the rear of the property. The rear door pocket is to be widened by 370mm.

Cllr Wright reported on this application. RESOLVED: That the Parish Council supports approval of Application RR/2011/1224/P and RR/2011/1225/L, Sackville Cottage, Sedlescombe.

38.5 RR/2011/1276/P Arquiva Relay Station, Brede Lane, Sedlescombe TN33 0PT. Installation of two log periodic antennas on the existing timber pole at a height of 11.5 metres, one replacement cabin and a meter cabinet for the digital switchover. Cllr Vine-Hall and Reynolds reported on their inspection of the site. RESOLVED: That the Parish Council supports approval of Application RR/2011/1276/P Arquiva Relay Station, Sedlescombe.

P11/12.42 Planning Policy in Rother District Update May 2011.

Pestalozzi International Village. It was agreed that this item should be moved forward. The Chairman allowed Robin Archer to address the Council on this matter. He made the following points:

  • Pestalozzi should act as a good neighbour
  • With its noisy activities, Pestalozzi is upsetting the whole community for the sake of insignificant revenue
  • Rother's Environmental Health Officer had monitored the use of the site during the past weekend
  • No notice of the firework display had been given last Saturday and the event had caused distress to his dogs

In accordance with the Planning Committee's wishes, the Clerk had written to Rother Planning Officer, Mark Cathcart, asking if he would attend a meeting of the Parish Council with the new Chief Executive at Pestalozzi to discuss use of the Estate which affects residents adversely. Mark Cathcart had replied that, because Rother is still considering the mater of the complaint regarding events at Pestalozzi together with the Council's Environmental Health division, it would not be appropriate for him to attend such a meeting at the present time. However, a future meeting may be arranged if specific development proposals are made by Pestalozzi.


Graham Fifield, Rother's Enforcement Officer, had also written on 11/07/11. His letter included an answer to the residents of Park Shaw who had requested the removal of Pestalozzi's permitted development rights by way of an Article 4 Direction. As an Article 4 Direction is a serious matter, the possible exceeding of the 28-day allowance and whether noise being generated from the site constitutes a statutory nuisance, must be considered first. Mr Fifield said that "Environmental Health will be issuing such a notice".


RESOLVED: That the Clerk should invite Sue Walton, new CEO at Pestalozzi, to meet with the Parish Council in the Village Hall to discuss future uses of the Estate. NB The Estate includes land and buildings.


Planning Seminar, 05/07/11. The Seminar was attended by Cllrs Wright, Vine-Hall, Glew, Mitchell, Chapman and the Clerk. Copies of the presentations and feedback from the workshops will be e-mailed to all Sedlescombe parish councillors. Arising from the Seminar, Rother's Head of Planning had just sent a questionnaire regarding the sending out of hard copies of planning applications to parishes and funding implications. It was noted that, already, some planning authorities only provide hard copies on request and charge for them. The following points were raised by members:

  1. Rother has specified that the printing cost for them is "£3 to £5 per A1/A0 sheet and when multiplied by approx 1500 applications per year this is a significant cost". It was suggested that this cost is too high and could be much lower.
  2. How much is Rother proposing to charge the parishes for hard copies of plans?
  3. Rother could send out hard copies of plans on request only.
  4. Some straightforward applications could easily be copied locally either by the Clerk or the member for taking out to inspections and for meetings.
  5. Large-scale applications will probably always need to be printed. In Sedlescombe, Pumphouse Designs have the equipment and will probably be willing to allow the Parish Council to purchase copies from them.
  6. Sedlescombe has all the equipment necessary to project plans at meetings if required.

Further discussions will take place on this matter during August.

P11/12.44 Rother District Core Strategy 6-week consultation. RESOLVED: That a meeting of Sedlescombe's Planning Committee would be held on Tuesday 30 August 2011 at 18:00 to discuss the Rother District Core Strategy. Members were reminded that they should study the documents before the meeting on the Rother website but the up-to-date documents are not available yet.

Spilstead Airstrip

  1. Although, flying from Spilstead Airstrip is no longer being operated under temporary and personal permissions in accordance with Rother DC's decision on RR/2011/310/P, the flight protocol remains in force. Whatlington Parish Council has been told to continue to send details of breaches of the flight protocol to Rother but the number of the aircraft, description and direction of travel must be provided otherwise a breach will not be registered as such.
  2. A complaint had been received from a resident of Meadow Lane, Sedlescombe regarding a helicopter flying from land in the vicinity of the Spilstead airstrip. The Clerk had replied explaining the recent position and that, although helicopters are not allowed to take off from the airstrip area, they may use other land for 28 days without planning permission. A count of the days used should be made.
