Planning Applications

51.1 RR/2011/1372/P 22 Park Shaw, Sedlescombe TN33 0PP. Garage conversion and roof alterations. Cllr Mitchell reported on her inspection. RESOLVED: That the Parish Council supports approval.
51.2 RR/2011/1374/P 20 Park Shaw, Sedlescombe TN33 0PP. Proposed roof alterations to garage.Cllr Mitchell reported on her inspection. RESOLVED: That the Parish Council supports approval.
51.3 RR/2011/1376/P Lyndale, Churchland Lane, Sedlescombe. Additional storm porch and insertion of additional rooflight to holiday chalet (under construction). Permission required by planning condition 6 to RR/2010/1404/P. Cllr Reynolds reported on his inspection. RESOLVED: That the Parish Council supports approval.

RR/2011/1263/P The Budget Car Company TN33 0QB. Erection of valeting bay structure, together with reinstatement of former picket fence to front boundary. The Clerk reminded members of planning applications for the valeting bay/storm shelter as follows:

  • Planning Application RR/2009/2668/P. Erection of storm port on existing car sales area (retrospective application).
    • Parish Council objected.
    • District Council refused - out of keeping, harmful to appearance etc of Conservation Area.
  • Planning Application RR/2010/12/P. Erection of storm port on existing car sales area (retrospective application).
    • Parish Council objected.
    • District Council refused - out of keeping, harmful to appearance etc of Conservation Area.
    • Appeal App/U1430/A/10/2127016 dismissed - not compatible with historic setting, materials do not reflect more traditional materials in Conservation Area.
  • Planning Application RR/2010/2212/P. Erection of valeting bay structure.
    • Parish Council noted amended plan but considered design no more appropriate in the Conservation Area than previously. Site over-developed, business too big to be accommodated without having impact on the surrounding road and local residents.
    • District Council refused.
    • Appeal dismissed.
  • Enforcement Notice ENF/SED/2009/702. Demolish shelter and remove resultant materials from the land - one month compliance.
    • Parish Council supported Rother. Need to ensure that new buildings do not harm the special interest of the area. Shelter not appropriate close to traditional-styled buildings. Conservation Area appraisal shows the whole car sales area as having a negative impact on the Conservation Area so it is important to minimise this as far as possible. Shelter visible from highway and out of keeping with surrounding areas. Cars washed closed to River Brede/Line and waste water with detergent must be draining into it.
    • Appeal dismissed and enforcement notice upheld. Inspector thought materials and design an improvement and by limiting the unsightly authorised display of vehicles, the development would make a positive contribution to the area. However, over-riding road safety issues of increasing the vehicle movements at the premises and probably additional vehicles for sale being displaced onto the road further comprising highway safety and free flow of traffic were the reasons for dismissing the appeal.

RESOLVED: That the Parish Council supports approval of the fence to demarcate the approved car sales area and to ensure that vehicles use the proper entrance/exit to the site.


The Parish Council does not, however, support erection of the valeting bay and agrees with the Planning Inspector, in his report of 02/06/11, that there are likely to be more vehicle movements at the premises if vehicles need to be moved to the valeting bay and that it may increase the vehicles for sale displaced onto the road further comprising highway safety and free flow of traffic.


A scheme for surface water drainage from the site should be approved including dealing with any polluting effluent generated from the site, ie detergent.

P11/12.51.5 RR/2011/1593/T 3 Riverbridge Cottages, The Street, Sedlescombe TN33 0GB. a) Fell conifer, Cottage garden - excessive height and shading. b) Fell Alder, woodland garden - overhanging path to bridge and road, overcrowding of trees. c) Prune tops, Riverside conifers - excessive height and shading. Cllr Wright reported on her inspection. RESOLVED: That the Parish Council supports approval.

Pestalozzi International Village

Members noted the Clerk's Briefing Note of 01/08/11 which provided an update on the temporary events expected to be held on the Pestalozzi Estate and the serving of a Noise Abatement Order, to take effect from 08/08/11, requiring amplified sound from the site to cease. [NB The Rother Licensing Officer subsequently corrected this statment by stating that "The abatement notice served by Mr Mills requires that a nuisance is not caused by amplified sound, it does not specifically state no amplified sound".]


Sedlescombe Sportsfield. Members noted that planning permission for the garage next to the pavilion had been given under RR/2003/1988/P (still extant as part of the permission had been implemented) and RR/2009/287/P. The first of these approvals required two conditions regarding roof materials and surface water drainage still to be approved by Rother and the second described the garage with white weatherboard to match the pavilion and the pitched roof finished in black "onduline" sheeting. The Sports Association had obtained one builder's quote for the work but two members of the Sports Association Committee had supported finding volunteers from the participating clubs to do the work. However, they planned to submit another planning application where the weatherboard would be omitted and the garage simply painted white with shingles fitted to the roof. They wished to move the garage during dry weather in August. RESOLVED: That the Parish Council would support the following action by the Sports Association as soon as possible:

  1. Grant Burberry to provide a risk assessment for Parish Council approval for volunteers to move the garage from the Sportsfield car park to the pavilion-end of the field.
  2. Sports Association to continue with the remainder of the work as they are able but that the garage must be clad in white weatherboard to match the pavilion with black onduline roofing to comply with planning permission RR/2009/287/P.
