46 To appoint a Chairman to the Committee for the year ending 2014/15
Councillors discussed the need to have separate planning meetings.
RESOLVED: On a trial basis until April 2015 planning applications will be considered by Full Council at Full Council Meetings. Where it is neccessary to meet a response deadline on planning matters, an additional Full Council Meeting will be called.
Cllr Pauline Glew (Vice-Chairman of the Council) was on leave.
48 Interests in accordance with the 2012 Code of Conduct
Cllr Chapman declared a personal and prejudicial interest in item 51 by virtue of him living close to the south entrance of the Pestalozzi.

51 PLANNING APPLICATION
- RR/2014/2182/P - Pestalozzi Village, Ladybird Lane, Sedlescombe TN33 0UF
Modification of section 106 to close the South Gate imposed on planning permission RR/2007/378/P (Condition 6), RR/2007/397/P (Condition 8), RR/2010/1264/P (Condition 1), RR/2010/1671/P (Condition 4), RR/2010/2134/P (Condition 1) to allow the additional use of the South Gate between the hours of 07:00hrs and 20:00hrs for service vehicles, construction traffic and events traffic.

Variation of condition to close the South Gate imposed on planning permission RR/2007/378/P (Condition 6), RR/2007/397/P (Condiiton 8), RR/2010/1264/P (Condition 1), RR/2010/1671/P (Condition 4), RR/2010/2134/P (Condition 1) to allow the additional use of the South Gate between the hours of 07:00hrs and 20:00hrs for service vehicles, construction traffic and events traffic.
Cllr Chapman declared his personal and prejudicial interest. After reporting on his inspection he left the meeting whilst Councillors discussed a response.
RESOLVED: That Parish Council is concerned with the road safety of large lorries turning into and using both Chapel Hill and Cottage Lane during the construction period. Should permission be granted, Parish Council ask that an appropriate Traffic Management Plan is in place which restricts the movement of lorries to outside rush hour times, (Suggested hours of operation 10:00 to 15:00). Adequate signage should also be placed in Chapel Hill during the period of construction. At the end of development, the section 106 should revert back as PC cannot see a real justification to varying this condition for staff, emergency services, service/delivery vehicles and events.

- APPEAL NO. 2264 - RR/2014/147/P Brede Lane - land at, Sedlescombe.
The erection of 18no. residential dwellings with associated access, car park parking and open space together with the transfer and change of use of land to be used as school playing fields.
Rother DC had confirmed the public inquiry would take place on 4th November 2014 at Town Hall, Bexhill on Sea, starting at 10:00. Members had reviewed and agreed to submit the documents prepared by Graham Fifield objecting to the appeal under the Rule 6 status (as a statutory third party) granted to Parish Council. All documents submitted to the Planning Inspectorate would be made available to view on SPC's website. HERE
