RESOLVED: That the Finance Committee Minutes for 14-Oct-14 were received.

138 Casual Vacancy

  1. To recieve any updates and meet candidates
    To date 3 people had shown interest in the casual vacancy. Two candidates had returned application forms and were invited to this Parish Council meeting to meet and talk with the Councillors.
    RESOLVED: To allow for the receipt of further applications and interviews, a decision would be deferred until the next Parish Council Meeting on Tuesday 6th January 2015.
    Members agreed to bring forward the date of the next meeting from 13th to 6th January 2015 due to Members commitments

141 Appeal No. 2264 - RR/2014/147/P Brede Lane - land at, Sedlescombe.

  1. Proposed Unilateral Undertaking between MJH Executive Homes Ltd, Rother DC and East Sussex CC - in the case of the appellant winning their appeal.
    To consider making an official request to Rother DC for the following:-
    (a) Contribution of £10,000 to the Kickabout area - to transfer these funds to Parish Council as owner.
    (b) Provision for Open Space - to transfer the Open Space and the Additional Open Space to Parish Council together with the sums provided for maintenance.
    MJH Executive Homes Ltd had agreed an unilateral undertaking (offer) in favour of ESCC and RDC should their appeal for planning persmission be successful. The applicant is unable to make an undertaking with Parish Council direct. Members discussed if Rother DC should be asked to officially transfer the above benefits directly to Parish Council.
    RESOLVED: To write to Rother District Council to request that both the Open Space contributions - (a) £10,000 to be used in the Parish for capital works to the kickabout area and (b) the middle section of the field (on the completion of the 16th dwelling) along with funding for management of that land, be officially transferred to Parish Council.
  2. To consider making further representations on the appeal to the Secretary of State
    Following the public enquiry, further submissions are still being taken into consideration by the Secretary of State. A proposed letter and rationale to address the unresolved Neighbourhood Plan issues with Rother DC in relation to policy RA1 in Rother DC’s Core Strategy had been circulated to Members for consideration.
    RESOLVED: Members agreed to submit the letter and rationale as a further representation to the Secretary of State.

142 Neighbourhood Plan

Cllr. Vine-Hall reported that Rother DC had not recently heard from the Inspector but they would be asking them for an update shortly.

143 Information for Councillors - for noting or inclusion on future agenda
Cllr. Anson gave an update on the Sedlescombe Summer Fayre 2015 to be held on the Sports Ground on Saturday 18th July 2015. The Fayre will be jointly hosted by Sedlescombe Parish Council and the Sedlescombe and District Garden Society. There had already been alot of interest received from local societies, organisations and business' to be involved with the event. Parish Council will be organising the Raffle and are aiming for tickets to go on sale a month beforehand. The Fayre will be free entry.
