3 Public participation session re matters on the Agenda at the Chairman's discretion.
Cllr. Glew invited those present to speak. Cllrs. Davies and Ganly had no updates to report.
Sue Walton reported that all Pestalozzi students are currently sitting their exams for either International Baccalaureate year 2 or 'A' Levels. On Wednesday 22nd April the students are looking forward to participating in Sussex Coast College's 'Question Time' with local Hastings Political Candidates.
Cllr. Chapman brought to Sue Walton's attention the lack of signage at the bottom Pestalozzi entrance, showing that was the access point to the residential properties. This was causing vehicles to come to the top entrance in Chapel Hill for access - which is unavailable. Sue agreed to look into this.

6 Planning

  1. RR/2015/494/P - Castleman's Coach House, Church Hill, Sedlescombe TN33 0QP
    Conversion of existing stable block as a change of use to 2 no. holiday lets with one for 'live in carers' for the immediate future. (Part Retrospective)
    Cllr. Anson reported on his site visit.
    RESOLVED: That Parish Council supports the planning proposal but would ask that the following proviso's are taken into consideration:-
    1 Development entirely within the existing stable and stores buildings
    2 The 'Stable' look should be retained, stable doors used as shutters.
    3 Use of holiday accommodation to be limited to a number of days a year
    4 Insure adequate parking on site
    5 Tie the holiday units to the main building ie cannot be sold separately.
    6 The use of a holiday unit by a Carer would breach the suggested occupation restriction therefore if dispensation is to be given for occupation by full time Carers then this should be limited to named Carers.

  2. RR/2015/607/P - Tamar, The Street, Sedlescombe TN33 0QF
    Demolition of timber outbuildings and construction of single storey residential annexe.
    Cllr. Parsons reported on his site visit.
    RESOLVED: That Parish Council has no objections and supports this planning proposal
  3. RR/2015/670/P - Battle View, The Street, Sedlescombe TN33 0QJ
    Removal of conservatory and erection of single storey extension to provide 'granny annex' to domestic dwelling house.
    Cllr. Glew reported on her site visit.
    RESOLVED: That Parish Council has no objections and supports this planning proposal

7 Annual Parish Assembly

  1. To discuss the arrangements for the Annual Parish Assembly on 28th April 2015
    Members discussed the final arrangements for the upcoming APA. To date there had been 11 requests for table displays. Members considered a request from Angus Gillougley, the Liberal Democrat Candidate for Ewhurst and Sedlescombe for a table
    RESOLVED: That Parish Council was happy to extend an invitation for Mr. Gillougley to attend the Sedlescombe APA but hoped he would understand that this was a time for Parish Council and the village to recollect their past year and would prefer not to have campaigning tables.

8 Casual vacancies

  1. To discuss filling the casual vacancies following the 2015 election for the new term of office starting from 11th May 2015.
    Following the close of the nomination process to stand as a candidate for Town / Parish Council, Rother DC had advised that Sedlescombe PC had an uncontested election and all 7 candidates had been elected. The remaining 2 seats would be filled by the Parish Council co-option process.
    RESOLVED: To advertise the 2 Casual Vacancies for the term beginning 11th May 2015.

9 Pension arrangements for The Clerk

  1. To receive an update
    Cllr. Glew had obtained advice from Trevor Leggo at SSALC. Under the new regulations for workplace pensions Sedlescombe PC had a legal duty to automatically enrol those employees who are eligible into a workplace pension scheme and contribute towards it. The staging date for Parish Council was 1st April 2017. Prior to that date a contact had to be nominated by 30th April 2015 to receive a series of communication.
    RESOLVED: To nominate The Clerk as the point of contact.

10 Battle Neighbourhood Plan - for notification
Sedlescombe PC had noted that Battle Town Council had started the first stage of producing a Neighbourhood Plan. Cllr. Ganly advised that Battle Town Council and Salehurst and Robertsbridge Parish Council had both submitted applications for the designation of a Neighbourhood Plan area which had been officially agreed at Rother DC's Cabinet Meeting on 13th April.

11 Summer Fete

  1. To receive an update
    Cllr. Anson reported that the main events were in place. Tickets for the music / jazz night would be going on sale at the Spring Fayre in May. Members were securing prizes for the Grand Draw.
