    None received
  2. To receive councillors' updates on their forms of declarations of interests.

47 Public participation session re matters on the Agenda at the Chairman's discretion.
Cllr. Vine-Hall invited those present to speak. Mr and Miss. Cole were attending to answer any questions Councillors may have on item 52.2.

48 Approval of Minutes of the following meetings:

49 Confirmation of the accuracy of the minutes of the 2015 Annual Parish Assembly meeting held on 28-Apr-2015
The minutes were confirmed as accurate and will be signed at the Annual Parish Meeting in 2016.

50 To consider a request by the Clerk to enter into a salary sacrifice arrangement.
The Clerk had made a request to exchange part of her salary, (under HMRC rules this can be up to £243 per month), via salary sacrifice, for the same amount of Childcare Vouchers. As Childcare Vouchers are deducted directly from employee salaries, tax and National Insurance savings will be made for both the Clerk and Sedlescombe PC.
RESOLVED: Members agreed to the Clerks request for a salary sacrifice. An agreement to temporarily alter the Clerks contract would be drawn-up. Parish Council's scheme would be referred to the HMRC Clearances Team to confirm the tax and NICs implications.

51 Approval of the following cheques:

a Alison Hillman Internal Audit 2014/15
b RALC Annual Subscription 2015/16
c Carol Hodgson Salary May 2015

An additional cheque to Sedlescombe Village Hall - Hall Hire in May 2015 for £10 was also approved to meet the suppliers terms. The decision would be ratified at the next meeting.

RESOLVED: The cheques are approved for payment.

52 Planning

  1. RR/2015/414/P - Brickwall Hotel - Land adj, The Green, Sedlescombe TN33 0QA
    Erection of two dwellings.
    Cllr. Glew reported on the planning proposal. The application was for 'Planning in Principle' previously known as 'Outline Planning' and if approved full planning permission would need to be applied for.
    RESOLVED: Parish council has no objections to this 'in principle' planning proposal.

    Cllr. Anson declared an interest in the following item, having a personal and business relationship with the applicant. Cllr. Anson left the room whilst the application was discussed.
  2. RR/2015/1150/P - Highfield Plantation, A21, Sedlescombe TN33 0NH
    Extension to existing B1/B8 unit and widen access onto A21.
    Cllrs. Chapman and Brister reported on their site visit.
    RESOLVED: Parish Council supports the planning proposal but has concerns regarding vehicles manoeuvring on site, adequate toilet facilities and the potential noise levels within an extended farm building.
    Cllr. Anson returned to the meeting.
  3. RR/2015/1232/P -18 Park Shaw, Sedlescombe TN33 0PP
    Proposed pitch roof store.
    Cllr. Parsons reported on his site visit. The applicant had advised that the proposed store was for bicycles.
    RESOLVED: Parish Council supports the planning proposal but considers a flat roof would be more in keeping and match the existing extensions.

    Removal of conservatory and erection of single storey extension to provide 'granny annex' to domestic dwelling house.

    Installation of an access ramp and associated works.

54 To make arrangements for a Neighbourhood Plan Workshop
RESOLVED: The Neighbourhood Plan Executive Committee will hold a workshop after the Finance Meeting on 30th June 2015. The Finance Committee Meeting will now start at 18:00.

55 To discuss the next Parish Council bulletin
RESOLVED: To prepare a bulletin for distribution around 20th June 2015.

56 Reports & Questions
To receive reports and questions from Members in brief, including items for next agenda

Cllr. Glew reported from the 'Rother Transport Action Group'.
The proposed train station at Glyne Gap will not be going ahead. The Bexhill to Hastings Link road is due to open by autumn 2015. There is now a bus service available to Gatwick Airport that leaves from Hastings/Bexhill at 2am. It is currently used for transporting airport staff but has now been opened to the public.

Cllr. Chapman reported that Pat Martin is happy to continue as Tree Warden for Parish Council.

Cllr. Anson reported that Pestalozzi had asked to use the Sports Field car park for their Christmas Fair. The Football Club were in agreement. Members were happy for this to go ahead.
