The Chairman congratulated Cllr. Tony Ganly on his re-election as District Councillor to the Ewhurst and Sedlescombe Ward. The following were invited to speak:
County Councillor Angharad Davies reported that ESCC has just launched a consultation on 'Travel Support for post-16 Students from low income families'. Parents are being asked for their views on proposed changes to school transport that could save more than £1m. Any proposed changes would take effect from 2016. ESCC received 36 illegally held Blue Badges during a two week amnesty in East Sussex. ESCC continued to state the case for the additional runway at Gatwick. Regardless of the outcome they would continue to lobby for measures to reduce the impact of aircraft noise on its residents. Many schools across the county urgently need new volunteers to join governing bodies. Interested candidates should contact Children's Services at ESCC or Cllr. Davies is happy to pass on details.
District Councillor Tony Ganly reported that the new Waste and Recycling contractor Kier was not considered to be providing a good service following the recent re-routing changes. District Council Officers had stepped in with helping 'location' issues. Kier has recently appointed a Supervisor at the Bulverhythe depot which is hoped will vastly improve performance. Since the arrival of new equipment the street cleaning standards had improved significantly.
Mrs Susan Walton (Chief Executive of Pestalozzi International Village) reported that the International Baccalaureate results were out and the average score was higher than last year and above the national average. Preparations are taking place for the new student intake. Building of the new Pestalozzi Centre is progressing well.
PCSO Demetrius Georghiou was off-duty. Cllr. Glew reported that our PCSO Demi would no longer be able to attend Parish Council meetings if he was not on duty.

74 Traffic Calming Projects - to receive an update on -
- Restricted parking zone opposite the shop with extended path from pub to shop.
Cllr. Vine-Hall reported that Cllr. Davies had been contact with Sarah Valentine - Project Manager, Infrastructure Design and Delivery at ESCC to ascertain the delay with preparing the design / layout of the scheme. The Design Engineer had been deferred to the Bexhill Marina Project. Work was now commencing on Sedlescombe's project and details should be available soon. The Clerk would check on the timescale requirements for the consultation taking into consideration that approval of the scheme was proposed by ESCC in September.
- To receive an update on purchasing a Speed Gun
Cllr. Parsons advised that Community Speedwatch Online has secured the devices directly from the manufacturer in Finland and they are now available online. The cost was slightly cheaper.
RESOLVED: To go ahead and order the Speed Gun at £1042.87 inc. VAT
75 To discuss a response to the new 'Local Policing Model for Sussex'.
Following the discussion at the full council meeting on 2nd June 2015, Cllr. Vine-Hall had attended Ewhurst Parish Council's meeting to hear their thoughts of independently or jointly funding more PCSO's for Rother. Both Council's are unclear what Sussex Police's proposed plan is.
RESOLVED: To ask Sussex Police 'What is their plan?'
76 Memorial enquiry - to receive an update.
RESOLVED: To thank Mr. Collins for his offer and suggest placing a bench, preferably of recylced plastic, at either the Sports Field or the Riverside Play Area.
77 Sedlescombe Neighbourhood Plan - to receive an update.
Cllr. Vine-Hall reported that the Neighbourhood Plan Advisory Committee had met to review the Inspectors Report in preparation for the meeting with District Council later in July 2015.
78 Public Playing Field and Recreation Ground
- Playground Reports
The Play Areas had been regularly checked. No risks had been identified. Observations included updating / replacing of Parish Council signage, attention to the gate at the Riverside Playground, minor repairs at Eastview Terrace to fencing and bin.

D & B Fencing would be commencing the work shortly.
79 Sedlescombe Fayre 2015 - to receive an update.
Cllr. Vine-Hall congratulated all those involved with pulling the Sedlescombe Fayre together. All 1000 squares of the 'Goose Poop' competition tickets had now been sold guaranteeing a first prize of £500.
80 Jobs Network Facebook page - to receive an update.
Cllr. Vine-Hall reported that the Facebook page was busy with the latest news and job adverts. The Queens Head have won a Trip Advisor Certificate of Excellence for the second year running.
81 To discuss a response to Rother DC's 'Open Space, Sport and Recreation Facilities in Sedlescombe' study. (Letter / List of facilities / Map-North / Map-South)
Members reviewed the 21 Open Spaces in the parish of Sedlescombe as identified by Rother DC. Several of the sites were in private ownership.
RESOLVED: To submit the form to Rother DC completed to the best of Parish Council's knowledge and ask for Street Farm to be added as a NSN (Natural and Semi-Natural) space.
82 Sedlescombe Sportsfield
- To discuss the Sportsfield lease between Parish Council and the Sports Association
Cllr. Anson reported that the Sports Association had been advised that Parish Council was prepared to transfer the Car Park to them. Revision of the lease was ongoing.
