The Chairman invited the following to speak:

Mrs Susan Walton (Chief Executive of Pestalozzi International Village) reported that all the students had now arrived. Pestalozzi were arranging to meet with MP Huw Merrimen to discuss the possibility of streamlining the procedures of Pestalozzi Students entering the UK to study. The Christmas Market had been very successful. Mrs Walton extended Pestalozzi's thanks to the Parish Council and the Sports Association for use of the Car Park for the event. The release of funds for the new build had frustratingly been held-up due to complications in the planning application to vary the S106 arrangement.

  1. To receive new written requests for dispensation.
    None received.
  2. To receive councillors' declarations of interest regarding matters on the agenda.
    Cllr. Glew declared a personal interest in:-

147 To approve the Minutes for the meeting held on 17-Nov-15
RESOLVED: That the Chairman is authorised to sign the Minutes of the meeting held on 17th November 2015.

148 Planning Committee

  1. To approve disbanding the Planning Committee (Executive) and for Full Council to deal with all planning matters.
    RESOLVED: That the Planning Committee (Executive) will be disbanded with immediate effect and all planning matters will be dealt with by the Full Council.
  2. To review the Planning Inspection form.
    RESOLVED: Cllr. Vine-Hall to update the planning inspection form to reflect the recent changes in planning policies.

149 Planning

  1. To consider response to planning applications.

    a. RR/2015/2601/P + RR/2015/2602/L - Little Swailes Green Farm, Swailes Green, Sedlescombe
    Conversion of curtilage listed Byre to holiday let. (Retrospective application).
    Cllr. Vine-Hall reported.
    RESOLVED: Parish Council has no objections to this planning proposal.

    b. RR/2015/2704/P - 34 Park Shaw, Sedlescombe
    Proposed single storey side extension to form additional living area.
    Cllrs. Brister and Fraser reported.
    RESOLVED: Parish Council is concerned with the proximity of the extension to the property's boundary. The proposed design is considered out of character with the property.

    c. RR/2015/2804/P - Cartref, The Street, Sedlescombe
    Revised design proposals for the development of the site originally approved under extant planning permission RR/2004/3635/P incorporating design amendments and alterations to dwellings and parking previously approved under lapsed planning permissions RR/2011/242/P & RR/2012/155/P.
    Cllr. Vine-Hall reported
    RESOLVED: Parish Council does not object to this planning proposal but has concerns with the location of the communal waste bin store. This could have an adverse effect on the residential amenity of neighbours both in the new Cartref development and Eaton Walk by reason of noise and smell. Preference would be given to the storage being with the individual dwellings. Due to the proposed development's adjacency to the Stream, we ask that adequate provision is made for surface water drainage.

    d. RR/2015/2803/MA - Cartref, The Street, Sedlescombe
    Non material minor amendment to RR/2004/3635/P to change the first floor wall finishes Marley-Eternit Cedral Weatherboard throughout, colour to be agreed with the Planning Authority together with the facing brick on the ground floor and the roof tiles. Add a window to the ground floor WC in each unit.
    Cllr. Vine-Hall reported.
    RESOLVED: Parish Council has no objections to this non material minor amendment.

    e. RR/2015/2948/P - Rosewood & Kozy Cot, Churchland Lane, Sedlescombe
    Replacement dwelling: variation of approved application RR/2015/1339/P.
    Cllr. Anson reported.
    RESOLVED: Parish Council is concerned with a 15% increase to the granted footprint on RR/2015/1339/P (At this size the proposal was previously refused on RR/2014/2679/P). The development now proposed by reason of its size, depth, width, height and massing is out of character with development in the area. Due to the nature of Churchland Lane (as a private lane) accessed via Hurst Lane (a narrow country lane) we ask that an appropriate traffic management plan is in place to respect these lanes and to make right any damage caused by construction related traffic.

  2. To receive advice of decisions on previous applications

    a. RR/2015/2431/P - Greensleeves, The Street, Sedlescombe 
    Single storey rear extension & roof alterations.
    APPROVED CONDITIONAL : As per decision notice 24-Nov-15

    b. RR/2015/2465/P - 28 Gorselands, Sedlescombe
    Proposed roof conversion to form 2 No. bedrooms and bathroom with a dormer window and 2 No. velux windows to the front elevation, a velux window to the side elevation and a dormer window to the rear elevation.
    APPROVED CONDITIONAL : As per decision notice 17-Nov-15

    c. RR/2015/2529/P - Stream Farm, Stream Lane
    Proposed first floor extension over existing approved extension (RR/2009/115/P)
    APPROVED CONDITIONAL : As per decision notice 18-Nov-15

150 Red Barn Field

1. To agree the 'Terms of Reference' for the 'Red Barn Field Working Group'
RESOLVED: The 'Terms of Reference' for the 'Red Barn Field Working Group' are agreed and will take immediate effect.
2. To receive a report from the introductory RBF Workgroup meeting.
Cllr. Glew reported that the RBF Working Group had informally met. Aware that the Parish Council was preparing the budget for 2016/17, the group discussed costs for the anticipated work required over the forthcoming year. Concerns had been raised regarding the fencing around the field, especially if any grazing was to take place. Mr. Keith Datchler from the High Weald Landscape Trust advised funding may be available to help with improving the fencing through the Brede Valley Farm Habitat Fund and had obtained a quote of £1,260 from Meyers and Davey (an appointed contractor of The High Weald AONB) for this work.
RESOLVED: Parish Council to submit a grant application to Brede Valley Farm Habitat Fund for £1,000. To ask the Finance Committee to allocate a budget of £1,000 - to include £260 towards the fencing work - for general grounds maintenance strimming, cutting and grazing of Red Barn Field.

151 Riverside Play Area

1. To consider concerns received in relation to general maintenance of the Children's Play Area.
RESOLVED: To thank the concerned resident for bringing the matter to Parish Council's attention. To arrange for the equipment equipment to be cleaned (power washed) twice a year. Advice has been obtained in the past in relation to moles and it is very difficult to eliminate them.
