Minutes of Meeting of the Parish Council

Also Present: County Cllr. Angharad Davies and Mrs. Susan Walton (Chief Executive of Pestalozzi International Village)

The Chairman invited the following to speak:
County Cllr. Angharad Davies reported on the relaunched East Sussex Highways 'Community Match Funding' scheme. There is £100,000 funding available and applications can be submitted at anytime of the year. Applications will be considered by the Lead Member in March of each year. The 'Community Extras' scheme allows local communities to purchase extra support from the East Sussex Highways Contractor such as extra grass cutting, traffic management hire, grit bins etc. The 'Community Local Delivery' initiative is a way of allowing local communities to take ownership for their particular parish and deliver services. This could involve a Parish Council setting-up a list of tasks not currently considered as priority by ESCC then paying to use the local supply chain.
ESCC are encouraging people to go online to report flooding, where water has not dispersed after 2 hours following a downpour.
The East Sussex archive centre ('The Keep' in Moulsecoomb) has received national accreditation for the high quality of services it provides.
ESCC with East Sussex Healthcare NHS Trust have launched a new 'Sexual health and contraception' website.

Mrs Susan Walton (Chief Executive of Pestalozzi International Village) wished to give Pestalozzi's advanced apologies for the 'Christmas Pudding Dash' event due to take place on Saturday 17th December. The organisers 'Nice Works' had been overwhelmed by the number of entries and this would have a knock on effect with parking nearby.
The Pestalozzi Christmas Fayre had gone well at the beginning of the month raising £600. The Friends of Pestalozzi at Lewes were holding a charity Carol Concert the following day. The students would be breaking-up for Christmas at the the end of the week.

C16/128 Interests in accordance with 2012 Code of Conduct

  1. To receive new written requests for dispensation.
    No new requests received.
  2. To receive councillors' declarations of interest regarding matters on the agenda.
    Cllr. Anson declared a personal interest in item C16/131.1.a - RR/2016/3010/P - Durhamford, Stream Lane, Sedlescombe TN33 0PB as the landowner.

C16/129 Public participation session re matters on the Agenda at the Chairman's discretion.
There were no members of the public present.

C16/130 To approve the minutes of the Council Meeting on 15-Nov-16
RESOLVED: That the Chairman is authorised to sign the Minutes of the meeting held on 15th November 2016.

C16/131 Planning

  1. To consider response to planning applications.

    a. RR/2016/3010/P - Durhamford, Stream Lane, Sedlescombe TN33 0PB
    Single storey lakeside summer house for recreational use.
    RESOLVED: Parish Council does not wish to comment on this planning proposal as the applicant is a Sedlescombe Parish Councillor.

    b. RR/2016/2970/P - Rosewood, Churchland Lane, Sedlescombe TN33 0PF
    Proposed double garage.
    Cllr. Vine-Hall reported.
    RESOLVED: Parish Council has no objections to this planning proposal.

    c. RR/2016/2966/P - Hazelwood, Cripps Corner Road, Sedlescombe TN32 5QS
    Proposed demolition of single storey rear and side extension and erection of a two storey rear and side extension.
    Cllr. Vine-hall reported.
    RESOLVED: Parish Council has no objections to this planning proposal.

Minor amendments to planning permission RR/2015/2248 for alterations to the length of Block C,and minor adjustments to adjacent ground levels for maintenance, plus variations to windows, porch and obscure glazing to the ground floor east elevation, minor adjustment to the level between unit 1 and unit 2 Block B, to be brick coursing, minor adjustments to Block A level, and garden layout and boundary, together with re-location of bin store, and associated changes to parking bays.

C16/132 Sports Association

  1. To receive an update on the Pavilion from the Sports Association.
    Following Parish Council's meeting in November the SSA had met to discuss the issues raised on the recent annual Pavilion and Sportsfield inspection. An email from Mrs. Anne Stanley (Secretary to SSA) had been circulated to Councillors with the SSA's response.
    RESOLVED: To arrange a meeting between Parish Council and the SSA to discuss through the proposals for the Pavilion and Sportsfield.

C16/133 Casual Vacancies
To discuss co-opting two casual vacancies on Parish Council following confirmation that
Rother DC has not received a request for an election to be held within the 14 day period ending 29th November 2016.
RESOLVED: To advertise the Casual Vacancies and allocate time at the February 2017 Parish Council meeting for interviewing applicants.

C16/134 To receive a special motion signed by three members of the Parish Council.
To rescind the decision made by Full Council at its meeting on the 15th November 2016. Min C16/117
It was proposed by Cllr. Fraser and seconded by Cllr. Chapman and resolved unanimously to rescind the decision.
RESOLVED: The motion signed by 3 Councillors to rescind the previous decision made on 17th March 2015 in relation Min C16/117 is approved.

In the event that agenda item C16/134 is resolved in favour to rescind the decision, the Council will move onto agenda item C16/135

C16/135 Devolution of Sedlescombe Car Park and Public Conveniences in Brede Lane to Parish Council.
To agree the process for voting on Parish Council taking over responsibility from Rother DC for maintaining the Village Car Park and Public Toilets.

Councillors were in favour of keeping the Car Park but not the Public Toilets at present.
RESOLVED: To canvas response from residents via a questionnaire in the 2017 Annual Report and Directory if Parish Council should take over responsibility from Rother DC for maintaining the Village Car Park and Public Toilets.

C16/136 To receive any updates on the following:-

  1. Sedlescombe Neighbourhood Plan
    Cllr. Vine-Hall reported that Rother DC's consultation on the Sedlescombe Neighbourhood Plan was now underway and would run to Monday 23rd January 2017.
  2. Street Farm Planning Application: RR/2016/1837/P
    Parish Council was still waiting to hear back from the Secretary of State if the planning application was going to be called-in.

C16/137 To consider a request for Christmas lighting and a tree on the Village Green 2017.
Cllr. Chapman reported that in previous years the late Ralph Dellow had arranged a Christmas Tree and decorations outside the Brickwall Hotel.
RESOLVED: To organise for 2017 Christmas lighting in the Oak Tree near to the Brickwall Hotel.

C16/138 To discuss a Village Steward
Members were concerned that since Sussex Police had changed their PCSO system, there were signs that anti-social behaviour was becoming an issue again in the village. A Village Steward would act as a good high visibility patrol as well as undertaking other duties such as minor maintenance and aiding with speed watch.
RESOLVED: To canvas opinion of other Villages if they would be interested in sharing a Village Steward to enable a full-time employee.

C16/139 Finance

  1. To receive the statement of accounts to November 2016 & transactions
    RESOLVED: That the statement of accounts to November 2016 & transactions were received.
  2. To receive the bank reconciliation for November 2016
    RESOLVED: That the bank reconciliation for November 2016 was received.

C16/140 Reports, Correspondence and Questions

  1. Sedlescombe Jobs Network
    Cllr. Brister had received a message in relation to promoting 'NextDoor' a free private social network for neighbourhoods as an alternative to people who did not have Facebook. Members agreed to obtain details to review.
  2. Red Barn Field
    Cllr. Chapman advised that some of the trees at RBF needed to be trimmed back / removed and would obtain quotes for the work.
  3. To receive any other reports and questions from Members in brief, including items for the next agenda.
    Cllr. Vine-Hall reported he had recently attended the Parish and Town Seminar at Rother DC for an update on planning matters and also the Rural Parish Conference on Wildflower Meadows and Rural Broadband at Great Dixter hosted by MP Huw Merriman.
