Minutes of the Extraordinary Meeting
of the Parish Council held on Tuesday 20th December 2016
at 19:00 in Committee Room 2 of Sedlescombe Village Hall

C16/141 Apologies
Cllr. Glew (Vice-Chairman) and Cllr. Veitch.

C16/142 Interests in accordance with 2012 Code of Conduct

  1. To receive new written requests for dispensation.
    No new requests received.
  2. To receive councillors' declarations of interest regarding matters on the agenda.
    None received.

C16/143 Public participation session re matters on the Agenda at the Chairman's discretion.
There were no members of the public present.

C16/144 To consider response to Rother DC's s106 agreement on Street Farm RR/2016/1837/P
Rother DC was currently preparing the s106 agreement in relation to Street Farm. The area to become public open space would come with a commuted sum for future maintenance. In order to assess what is regarded as a reasonable amount for the commuted sum, Rother DC had asked PC to clarify the Parish's intentions for the land. Cllr. Vine-Hall had prepared and circulated a schedule of maintenance costs based on NACC contracting rates for 2016/2017 as a base, for Members to review.
RESOLVED: The area to become public open space at the Street Farm development would be designated as a quiet public recreational area with no vehicular access - except for maintenance. The updated schedule of maintenance costs (based on NACC contracting rates for 2016/2017 as a base) to be sent to Rother DC.

C16/145 To discuss issuing Parish Council email addresses for Councillors
RESOLVED: To set-up '@sedlescombe.org.uk' email addresses for all Parish Councillors for Parish Council business.

C16/146 Closed Item - Exclusion Of Press And Public.
That the Parish Council RESOLVE to the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt, legal, staff and contractual information, as defined in Paragraph 1 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended).

Cllr. Fraser proposed. Cllr. Vine-Hall seconded. All members voted unanimously in favour.
RESOLVED: That the Public and Press be excluded from Agenda Item C16/47.

Future agenda item: To consider membership to the CPRE.
