Minutes of the Parish Council Meeting

The Chairman invited the following to speak:
County Councillor Angharad Davies responded to a question on the new arrangements for the PCSO's. Though PCSO Demi Georghiou was no longer the dedicated PCSO contact for Sedlescombe, PCSO's were still available and could be contacted through the Neighbourhood Policing Team in Rye.
East Sussex Highways are currently refreshing the yellow 'Keep Clear' signs outside schools across the area. School children from 8 schools around the County had won a competition to name the new fleet of gritters. Highways new structure came into effect on 3rd January 2017. The County will be split into three, Eastbourne and Lewes, Rother and Hastings and Wealden, each of which will have a Customer Service Manager - Danielle Georgeson being appointed to Rother district and Hastings. Jon Copp will remain as the Sedlescombe Highway Steward.
County Council continues to work on the proposed £360m budget for 2017/18 budget.
Land and property owners in East Sussex are being urged to protect the public by cutting back trees and hedges which overhang the public highway.
ESCC with East Sussex Healthcare NHS Trust have launched a new 'Sexual health and contraception' website.

Mrs Susan Walton (Chief Executive of Pestalozzi International Village) reported that the students are currently doing mock exams and preparing their first applications into University. The Pestalozzi are missing PCSO Demi Georghiou's presence around the Parish. On Thursday 7th February 2017 Pestalozzi would be holding an evening of dance and music performed by Pestalozzi students and local groups. Tickets to the event were available by contacting Pestalozzi.

C16/150 Interests in accordance with 2012 Code of Conduct

  1. To receive new written requests for dispensation.
    No new requests received.

C16/152 To approve the minutes of the Council Meeting on 13-Dec-16
RESOLVED: That the Chairman is authorised to sign the Minutes of the meeting held on 13th December 2016

C16/153 To approve the minutes of the Council Meeting on 20-Dec-16 to include as a correct record, the Confidential Minutes of agenda item C16/147.

C16/154 Planning

  1. To consider response to planning applications.

    a. RR/2016/3152/P - The Old School House, Balcombe Green, TN33 0QL
    Proposed single storey extensions.
    Cllr. Chapman reported.
    RESOLVED: Parish Council has no objections to this planning proposal and supports approval. As a side observation Parish Council felt from a visual point of view that the pitch of the roof (on the proposed bathroom extension) may look better put the other way.

  2. To receive advice of decisions on previous applications:-

    a. RR/2016/2966/P - Hazelwood, Cripps Corner Road, Sedlescombe TN32 5QS
    Proposed demolition of single storey rear and side extension and erection of a two storey rear and side extension. Proposed demolition of front porch and erection of new porch.

    b. RR/2016/2970/P - Rosewood, Churchland Lane, Sedlescombe TN33 0PF
    Proposed double garage.
    REFUSED: As per decision notice 09-Jan-17

    c. RR/2016/3010/P - Durhamford, Stream Lane, Sedlescombe TN33 0PB
    Single storey lakeside summer house for recreational use.
    APPROVED CONDITIONAL: As per decision notice 10-Jan-17

  3. RR/2016/1837/P - Brede Lane - land at, Sedlescombe TN33 0PY
    a. To receive an update on the progress of 'calling-in' the planning application to the Secretary of State.
    There had been no further updates received from the Secretary of State by either Parish Council nor Rother DC.
    b. To consider any further action(s).
    RESOLVED: To defer consideration until a decision has been received from the Secretary of State on 'calling-in' the Brede Lane planning application.
    c. To consider allocating a budget for legal expenses
    (Should the planning application not be 'called-in' by the Secretary of State and further action is required by Parish Council).
    RESOLVED: To defer consideration until a decision has been received from the Secretary of State on 'calling-in' the Brede Lane planning application.

C16/155 Neighbourhood Plan

  1. To consider a response to the Rother DC statement to the Independent Examiner of the Sedlescombe NHP, provided as part of the current Regulation 16 ‘pre-examination publicity’ period.
    Rother DC Cabinet had now agreed a statement of comments to go to the Independent Examiner on the Sedlescombe NHP. The main issue remained to be with the Street Farm site. At the Cabinet meeting it was noted that an email had been received signed by a few residents objecting to the plan. Parish Council reviewed Rother DC's statement and proposed a suitable response.
    RESOLVED: To submit to the Independent Examiner a response to Rother District Councils reg. 16 consultation submission.
  2. To consider appointing representatives for Parish Council should a Public Examination be required for the Sedlescombe NHP.
    RESOLVED: To defer until the next meeting.
  3. To consider the Independent Examiners referred by NPIERS for examining the Sedlescombe NHP.
    Rother DC is required to appoint an Independent Examiner with the consent of the Parish Council. Applicants had been forwarded for Parish Council's consideration.
    RESOLVED: Subject to their availability, Parish Council would wish to see either Charles Lockhart-Mummery or Edward Cousins appointed as an Independent Examiner.

C16/156 Rother DC consultation - Development and Site Allocations (DaSA) Local Plan - Options and Preferred Options consultation.

  1. To consider response to Rother DC's DaSA Local Plan consultation.
    Sedlescombe sites had not been included in Rother DC's DaSA as these were being considered separately under the Sedlescombe NHP.
    RESOLVED: To review the Rother DaSA for submission of general comments at an interim meeting in February.

C16/157 Defibrillator

  1. To consider a request to takeover ownership and management of the Defibrillator located inside the Brickwall Hotel.
    In 2013 monies had been raised to purchase a Defibrillator for the village which was currently located inside the Brickwall Hotel. Mr. Betts who currently looks after the equipment had asked if Parish Council would consider taking over ownership and management of the Defibrillator. There was also a residual fund remaining for future maintenance.
    RESOLVED: To ask the Doctors Surgery in Brede Lane to consider taking over ownership and management of the Defibrillator and relocating it outside their surgery.

C16/158 Speed watch

  1. To discuss recruiting a Speed Watch Coordinator and an assistant for the administration and smooth running of the SpeedWatch scheme.
    Cllr. Glew had updated the list of Speed Watch helpers. Members considered who to invite to take over co-ordinating the Speed Watch following the resignations of John Page and John Parsons.
    RESOLVED: Cllr. Chapman to ask Mr. Andy Waters to consider taking over the role of Speed Watch Coordinator. Cllr. Glew to arrange contact with the existing helpers.

C16/159 Traffic Calming

  1. To discuss a Village 'Warden'.
    Initially for morning / afternoon school and shop parking duties.
    Following the restructure of the Sussex Police, there were now less PCSO's patrols in the Village. Members were concerned that a lack of a high-visibility patrolling was leading to an increase in anti-social behaviour. A possible solution was for Parish Council to employ a Village Warden.
    RESOLVED: To ask neighbouring Parish Councils if they would be interested in sharing a 'Village Warden'. To research the cost of employing said person.

C16/160 The annual review of advertising on the Village Green
2016 permission was granted to Sedlescombe CEP School, Pestalozzi International Village Spring Fayre and Summer Fayre and the Parish Church - St. John the Baptist.
RESOLVED: That the following Village organisations will be permitted to advertise during 2017 on The Green twice a year (being one week before the event) using Parish Councils A0 size frame:
Sedlescombe CEP School
Pestalozzi International Village
Spring Fayre - confirmed as 13th May 2017
Summer Fayre
Parish Church - St. John the Baptist
The next review will be in January 2018.

C16/161 Annual Report and Directory 2017

  1. To agree costs for business advertising
    Rates for 2016: £22 inc VAT for Directory only, £26 inc VAT for Directory and website and £4 inc VAT for the website only.
    RESOLVED: To keep the cost of business advertising at £22 inc VAT for an advert in the Directory and £26 inc VAT for and advert in the Directory and on the website.
  2. To consider and agree items for entry in the Annual Report and Directory 2017
    To include a survey on Rother DC devolving the Public Toilets and Car Park in Brede Lane.
    Due to an earlier Parish Assembly this year on Wednesday 29th March the Annual Report and Directory would need to go out in mid March.
    Members reviewed the draft questionnaire for devolving the Public Toilets and Car Park in Brede Lane.
    RESOLVED: For inclusion in the Annual Report and Directory the following deadlines apply:
    Business adverts: Friday 27th January 2017.
    Any editorials: Friday 17th February 2017.
    To include the questionnaire for devolving the Public Toilets and Car Park in Brede Lane - closing date for return of completed questionnaires will be set for the end of April.

C16/162 Public Playing Field and Recreation Ground

  1. To receive the Playground Reports
    There had been no adverse reports received on playground inspections. General cleaning and tidying-up was needed as was expected during the winter season.

C16/163 NextDoor Neighbourhood Connecting Scheme

  1. To discuss the NextDoor Neighbourhood Connecting Scheme
    Cllr. Brister reported that Mrs. Anne Stanley had suggested setting-up 'NextDoor' in Sedlescombe which is a Neighbourhood connecting scheme using emails as opposed to social media (Facebook, Twitter etc.) Cllr. Glew had asked the local Neighbourhood Watch if they would use the scheme but as they have their own systems in place, it was not of interest to them. Several residents had already signed-up.
    RESOLVED: Parish Council is in support of the 'NextDoor' scheme and will contribute information but does not wish to run it.

C16/164 Employment of an Assistant Clerk

  1. To discuss recruiting an Assistant Clerk to job share with the current Clerk.
    The current Clerk wished to reduce her working hours due to personal commitments.
    RESOLVED: To reduce the current Clerk's hours to 7hrs a week and recruit an Assistant Clerk for 20+ hours a week.
  2. To discuss a revised job description for the role of Clerk / RFO.
    Members were circulated a draft revised job description for the role of Clerk / RFO.
    RESOLVED: To be agreed at the interim meeting in February.
  3. To discuss a job description and person specification for the role of Assistant Clerk.
    Members were circulated a draft job description for the role of Assistant Clerk.
    RESOLVED: The salary scale for Assistant Clerk was approved. The job description and person specification for the Assistant Clerk to be agreed at the interim meeting in February.
  4. To discuss the recruitment process for the Assistant Clerk.
    RESOLVED: To be agreed at the interim meeting in February.

C16/165 Finance

  1. To agree the proposed Budget and Sedlescombe Parish Precept for 2017/18 financial year
    Members had been circulated copies of the proposed budget for 2017/18 and the recommended precept figure from the Finance Committee.
    RESOLVED: To increase the 2017/18 precept by 1% to £46,344.05
  2. To receive the statement of accounts to December 2016 + transactions
    RESOLVED: That the statement of accounts to December 2016 and transactions were received.
  3. To receive the bank reconciliation for December 2016
    RESOLVED: That the bank reconciliation to December 2016 was received.

C16/166 Reports, Correspondence and Questions

  1. Red Barn Field
    Cllr. Glew reported that Lund Foundation had agreed that the balance of the grant could used towards tree works and mowing at Red Barn Field. The Red Barn Field working group had set 1st July 2017 for a 'Meadow Day'.

  2. Sedlescombe Jobs Network
    There were no updates to report.

  3. To receive any other reports and questions from Members in brief, including items for the next agenda.
    Cllrs. Glew and Vine-Hall had attended a RALC meeting.
    Candidates for the Casual Vacancy's would be invited to the interim February meeting.
